I was responsible for measuring the validity, reliability, and fairness of an exam programs, and the process of creating valid and reliable language tests. My duties include all aspects of the development of the programs, such as defining the knowledge, skills and abilities that the exam is designed to measure; the development of the test specifications, the item writing process and the standard setting studies. While practicing or overseeing each of these areas, I am highly concerned with ensuring that each part of the processes conforms to testing industry standards, such as those in the Standards for Educational and Psychological Testing. These standards are considered the primary source for test publishers, test takers, and test users.

Developed programs and coordinated the activities of the leading ESL / business school in Shanghai that included 600 students, 36 teachers and custom training for major international corporations. Presented with the Magnolia Award by the Municipal Government of Shanghai for my work in this position

VP Operations Manager - LandAmerica Southland Title
May 2002 – June 2005 (3 years 2 months)
I was responsible for supervision and training of title department staff and technical training for branch employees. I approved underwriting on policies up to two million and indemnities up to one million. I coordinated with regional legal department on policies above those limits. I participated with local management in developing budgets, marketing plans, branch operating policy and procedures. Review and process claims up to $5,000.00; coordinated with regional claims department on all other claims against policies and the company. Credited with integrating maps into title reports for delivery by email reducing delivery time to the customer by one to two days and saving the company over $100,000.00 annually. Redesigned work flow and review process to reduce delivery time resulting in the best service time in the industry. Developed new products to capture more business from new customers increasing revenue by $2,000,000.00 annually.

March 1983 – May 2002 (19 years 3 months)
As Operations Manager I was responsible for the operations of San Diego county office. Duties include maintaining personnel files, administering benefits, processing payroll, determining staffing requirements and monitoring workflow while coordinating with other department managers. Credited with redesigning searching and examining process that reduced service time by three days and changed the industry’s standard and underwriting practice. Created new products that allowed the company to capture new customers and generated an additional $8,000,000.00 in profit during the first year.

Organizations: Served as chairman of the Escrow and Title Advisory committee to the San Diego College District. Developed and taught a class in photography and photo lab techniques for the River Valley High School in Lakeside, California. Served as an advisor and instructor to a Girl Scout troop in El Cajon, California for six years, teaching first aid, camping, fishing, cooking, map reading and physical fitness. Coached youth flag football for two years. Coached youth roller hockey for 12 years, including three championship teams.
